Here you can find answers to frequently asked questions about the Fellowship application process and project realisation. In order to ensure equal treatment of all applicants, we cannot provide individual answers to questions via e-mail or phone. All incoming questions will therefore be answered publicly in this FAQ section and will be made accessible to all interested persons.

We will inform all applicants via e-mail as soon as we provide new answers. In order to stay up to date, we recommend that you check your e-mail (including spam folder) regularly and visit this FAQ section from time to time.

What are the benefits of the Fellowship?

The CIRCE Fellowship runs from April to September 2023, during which time the Fellows receive a monthly salary of 3,800 euros and are supported in their project by a mentor from the CIRCE network. In addition, the fellowship offers access to a large Europe-wide network of stakeholders from the cultural and creative economies.  

Does the application cost anything?

No, the application is free of charge.

How does the application process work?

The application process takes place in two steps:

Step 1 – Pre-registration: Interest in applying must be pre-registered by Tuesday, 28 February 2023 (23:59, CET, UTC +1) using the form at the bottom of this page.

Step 2 – Application: Following the pre-registration from step 1, interested parties will be invited to submit their application documents. They then have until Monday, 13 March 2023 (13:00, CET, UTC +1) to submit their application documents including concept via an online form.

The deadlines are binding and must be strictly adhered to. Unfortunately, expressions of interest or application documents received too late cannot be accepted.   

What happens after pre-registration?

All interested parties who have pre-registered will receive further information and documents on the actual application as well as the link to the online application form on 1 March 2023. They then have until 13 March 2023 (13:00, CET, UTC + 1) to submit the required documents via the application form. The submission deadline is binding. Unfortunately, applications received too late cannot be accepted. 

Can I apply for the Fellowship Programme and the Creative Impact Fund at the same time?

In principle, it is possible to apply for the Creative Impact Fund and the Fellowship at the same time. However, the concepts submitted in each case must be distinct from each other in terms of content.

What documents must be submitted for the application?

  • Curriculum vitae including relevant experience in the field of cultural and creative economies and list of publications (Young Researchers) or references or similar outline of projects in the cultural and creative economies
  • Brief concept for the (research) project including research questions, intended methodology and presentation of the future relevance of the project
  • Proof of residence in one of the 46 member states of the Council of Europe plus Kosovo
  • Certificate of enrolment or proof of graduation (Young Researchers)

What requirements do applicants have to meet?

Fellowships are offered for researchers as well as for practitioners from the cultural and creative economies. The requirements differ depending on the type of fellowship sought:

Researcher’s Fellowship:

  • Maximum age: 35 years
  • Current or completed studies or doctorate or comparable achievement: ISCED levels 6 (bachelor’s degree or equivalent), 7 (master’s degree or equivalent) and 8 (doctorate)
  • Preferably: first research experience in the thematic field of cultural and creative economies

Practitioner’s Fellowship:

  • Maximum age: 35 years
  • Entrepreneurial or creative activity
  • Evidence of an application-oriented research or analysis component (e.g. in the form of research on new materials, new services or new business models in and from the cultural and creative industries)

What happens after the application?

After the application deadline, a jury will review the applications and select up to 40 Fellows. Acceptance and rejection letters will be sent by 29March 2023.

I have been selected as a Fellow. What can I expect now?

The Fellowship starts on 1 April and ends on 30 September 2023. The Fellows will be assigned a mentor for the entire duration of the Fellowship who will accompany the respective projects. The matching between mentors and Fellows is coordinated by the CIRCE project office at the beginning of the Fellowship.

All Fellows are required to participate in the following digital and analogue events:

  • Digital kick-off meeting of the Fellowship Programme (expected week 14).
  • Digital first meeting with the mentor (scheduled until week 17)
  • Collaboration and regular exchange with the mentor during the fellowship programme (at least three bilateral meetings, up to six as agreed and required). Fellows are responsible for the organisation of the exchange meetings with the mentor.
  • 2-day analogue meeting in May 2023 in Berlin (around 10/11 May 2023)
  • 2-day analogue meeting in June 2023 in the context of a summer networking event in San Sebastián (planned around 28–30 June 2023).
  • 2-day analogue closing meeting in September 2023 in Berlin or London (expected week 38)
  • Final symposium of the CIRCE project in November 2023 in Berlin (expected week 48).

In addition, participation in the following digital and analogue exchange and networking events will be optional during the Fellowship programme:

  • Digital exchange format in August 2023 (expected week 33)
  • Additional opportunities will be offered to attend other CIRCE events and workshops
  • Furthermore, exchange and contact maintenance with the other fellows are expected: Ideally, the exchange within the programme creates synergies that can be taken into account with the other Fellows’ projects. A maximum of 500 euros per Fellow will be made available during the programme for visits to these events or visits for networking purposes between the Fellows.

What do I have to do as part of my Fellowship?

The selected Fellows are obliged to participate in the above-mentioned events and to maintain regular exchange with the mentors (see question: “I have been selected as a Fellow. What can I expect now?”). It is also obligatory to keep a logbook or a learning and development diary for the entire Fellowship period. The records must be submitted to the project office and can be used within the framework of CIRCE for public relations work or evaluation etc. Furthermore, an interview with the evaluation service provider accompanying the CIRCE project is planned. This interview is solely for the purpose of internal evaluation and will not be published. There will also be small additional tasks for the external communication of the project (e.g. providing a quote on the expectations of the programme and an introduction on the website with a short biography). Furthermore, an exchange between the fellows is desired. At the end of the fellowship, a project report is due; more on this under the question “What happens at the end of the fellowship?”

When do I have to complete my project?

The fellowship ends on 30 September 2023.  

What happens at the end of the Fellowship?

At the end of the Fellowship, a written project report must be submitted, e.g. in the form of a scientific dossier or paper. CIRCE also welcomes innovative and interactive components in the projects and documentation. The implementation of these is to be financed from the monthly salary. The content of the project reports differs depending on the type of Fellowship.

Content of the project report in the Researcher’s Fellowship:

  • Description of the process, explanation of the research question and the methodology used
  • Reference to the short concept of the application and description of the results

Content of the project report in the Practitioner’s Fellowship:

  • Process description, explanation of the creative enterprise, the research interest and the methodology used
  • Reference to the short concept of the application and description of the results
  • Description of the results of the application-oriented research component in the enterprise

In addition, at the end of or immediately following the Fellowship, the following are due:

  • Participation in the evaluation of CIRCE: Participation in an expert interview with the evaluation service provider. The interview will only be used for the internal evaluation of the CIRCE project and will not be published.
  • Participation in CIRCE’s press and public relations: Possible publication of updates on own project on CIRCE’s website and social media channels, sharing of CIRCE’s content on Fellows’ own social media channels, short interview with CIRCE’s press and public relations team at the end or after the programme.

What happens if I do not complete my work on time or cannot participate in the Fellowship as planned?

The CIRCE team is available to the Fellows throughout the entire Fellowship, including questions regarding possible changes or problems. It is examined on a case-by-case basis what is the best way to make the participation possible.

Can I submit additional information to support my application?

No, please include all essential information in the application form.

I am a PhD holder, my research is in the arts field, and I am also a creative practitioner. I would like to submit a bid that will use creative practice as research. Do I apply under Researcher or Artist?

We leave it up to the Fellows to decide, for which lot they want to submit their application. If the main focus is on research and new ways to understand research or project has more research than practical/entrepreneurial/experimental components, it probably fits better with the Lot 1 Young Researchers. 

I am currently undertaking my PhD, can I apply with my current research or does it have to be an entirely new project which can be entirely completed within the period? Would you be able to share an example or two? I’m conscious of perhaps it being quite a short period of time (versus what I’m used to with my PhD).

It can be both, or e.g. just a part of your research. You just have to be realistic about it and aware that the project must be completed within 6 months’ time. Additionally, you must submit the final documentation before 30 September 2023 (for the requirements for the final documentation please regard section 4 of Specifications (Document #2) that have been sent to you). Please note, that, if you are awarded CIRCE Fellowship, in the event of (further) use / publication / exhibit of your final documentation, the Fellows agree to provide a visual indication of the project CIRCE (see Document #5 Contract Draft, §7).

Is it possible to divide the Fellowship as a collective or among several persons?

The Fellowship programme is tailored to one person. This means one person who is pursuing a research project or a creative project, is in contact with the CIRCE mentor and comes to the obligatory meetings and events. This person also signs the contract and is obliged to fulfill every obligation required from the fellows during the Fellowship Programme (see Specifications). However, CIRCE does not specify what happens to the remuneration if the fellow wants to share it (e.g. with other people who help them with their research/project).

I have understood the question/answer above to mean that I as the researcher can sign the contract and have the funds go to my institution, in order to work on this research project with whoever I like. Can you confirm that it is possible for me to sign the contract but for funding to go to where I specify?

The Fellowships Programme supports people who, despite the multiple crises of our time, dream of a just, inclusive, sustainable and crisis-resistant future and actively rethink and shape it using the tools and potential of the cultural and creative industries.

According to the award documents, the program consequently addresses only young researchers and entrepreneurs. Funding institutions thwarts the goal of the award.

In detail:

The monthly payments are primarily intended for the Fellows’ work on their (research/creative) projects. Please keep in mind that this is an exchange of services: A Fellow is paid for services for which the person in the contract (Fellow) is responsible and must also act as a contact for us and implement the work. In addition, there are certain requirements that Fellows must fulfill during the program that must be covered by this compensation (e.g., travel to and from mandatory events). Please refer to document #2 Specifications. What Fellows do with the remaining income is up to them. For example, as mentioned above, they may hire others to provide services related to their project (e.g. proofread their final documentation) or the like. Please note that CIRCE is not responsible for this and cannot arrange for compensation to be forwarded to other institutions.

In addition, grantees are responsible for the payment of all applicable taxes, whether incurred in the grantee’s home country, the country of the fellowship, or any other country.

Is it possible to apply for the Fellowship programme as a collective?

No, the application and the programme itself is made for one person. This means, one person who is pursuing a research project or a creative project, is in contact with the CIRCE mentor and comes to the obligatory meetings and events. However, CIRCE does not specify what happens to the money if the Fellow wants to share it.

Is the programme compatible with a full-time job? Not only in terms of dedication, is the fellowship exclusive for unemployed people?

The Fellowship programme does not require you to have no other job. It is suitable for students or recent graduates, but not exclusively. The prerequisite is that the participants fulfill the requirements, i.e. attend the obligatory events, meet regularly with their mentor, keep the log book and write the final documentation.

In the Researcher’s Fellowship, when you say “Preferably: first research experience in the thematic field of cultural and creative economies”, you are referring the CIRCE research to be the first one?

By first experience we mean previous experience in the area of thematic field of cultural and creative economies, so before the fellowship and not the CIRCE research as a first one. If you do not have any experience in the creative economies, please specify in your CV all prior experiences you deem relevant for your project and why do you want to change your field of research/ work to creative economies.

I am writing to check if it is possible to solve the problem that appeared during my pre-registration for the fellowship. Apparently, I had some issues with the Internet connection during registration, because I couldn’t find email confirmation when I wanted to start the full application today (it’s not in the spam folder and it’s not an email issue either). I understand the problem appeared from my side, but it also seemed like the fellowship pre-registration was successfully submitted. So, my question is if it is still possible for me to submit the full application?

We can only accept applications from people who have successfully pre-registered. Unfortunately, your email address does not appear among those who have pre-registered. Therefore, we cannot consider your application, unfortunately.If you received either a confirmation letter that your pre-registration was successful, or an e-mail asking you to confirm, or have another proof (e.g. website screenshots with time stamps) that you have pre-registered, please kindly forward them to us. Otherwise, we have no leeway and cannot invite you to apply for the Fellowship Programme if you are at fault.

I am planning to apply the Lot1 (independent research projects). I am doing a PhD project now and some of the outcomes will be based on our collaboration institutions, so may not be finished before this fellowship ends. Should I remove all of the descriptions about this part and focus on what I can achieve during following six months? Or could I give some introduction about this and demonstrate apart from the limitations what I can achieve? 

The abstract that you submit for the application is primarily about your plans for the duration of the Fellowship, i.e. what research you will pursue during the six months. In the evaluation we take the quality of the abstract into account. The focus in the evaluation of the concept lies on the extent to which the project would contribute to the goals of CIRCE, if the approach and methodology are presented in a comprehensible manner and if expertise in the subject area of the cultural and creative economies is evident. All criteria can be found in detail in the tender documents (Doc #3) under point 4. You can also briefly address the topics of your PhD and use the curriculum vitae to elaborate on them, but please make sure to clarify what you want to achieve during the six months of the Fellowship programme.

Is it possible to have co-authors for the project, or involve other people to help with research?

The Fellowship programme is tailored to one person. This means one person who is pursuing a research project or a creative project, is in contact with the CIRCE mentor and comes to the obligatory meetings and events. This person also signs the contract and is obliged to fulfill every obligation required from the Fellows during the Fellowship programme (see Specifications). However, CIRCE does not specify what happens to the remuneration if the Fellow wants to share it (e.g. with other people who help them with their research/project).

Is there a requirement to send any report for remuneration?

No, there is not. The monthly payments are intended to support the Fellows in working on their (research/creative) projects. However, there are certain requirements that Fellows have to fulfill during the programme (e.g. visiting the compulsory events, keeping and sharing the logbook, working and submitting the final documentation: for more, see Document #2 Specifications). If non-participation in the programme and non-compliance with the requirements occurs repeatedly and structurally, u-institut reserves the right to terminate the contract with a notice period of two weeks. For more information, please read carefully the Document #5 Contract Draft.

Is it possible to apply for both Lots (Young Researchers and Young Creatives) with different projects? 

Yes, in principle, that is possible. However, they have to be different projects/works, so depending on which lot you apply for, you have to submit/fulfill different requirements. Please be aware, that in case that your projects will make the final cut, you can only be selected for one Lot since we are not allowed to award two different Fellowships to the same person. However, since the application time is limited, you should carefully consider the pros and cons of such application.

I have a double citizenship – European and Russian, because of my Russian father.  I haven’t been there for the last 10 years and actually not using my Russian passport at all. Could you accept my application and how do I need to fill the Self Declaration form? I have an EU citizenship and also residency. 

Due to the sanctions against Russia, we are unfortunately not allowed to consider your application. Only your Russian citizenship is decisive for a Russian reference. This also applies in the case of dual citizenship, including EU citizenship. The Russia sanctions are strict here and do not provide for any exceptions. According to the information provided by the Federal Ministry of Economics and Climate Protection (BMWK) (BMWK – Fragen und Antworten zu Russland-Sanktionen, question 55c) and the Federal Office for Execution Control (BAFA – Restriktive Maßnahmen gegen Russland), it is only your Russian citizenship that matters, regardless of the existence of another citizenship or your place of residence.

It states: “Taking into account the regulatory system of the Regulation 833/2014, it is to be assumed that the Russian connection within the meaning of the Regulation exists. Regulation also exists if the person concerned holds another nationality (including an EU nationality) in addition to Russian nationality (see, for example, the reverse conclusion from Art. 5b).”

This is also confirmed by the European Commission (Consolidated version – Frequently asked questions concerning sanctions adopted following Russia’s military aggression against Ukraine and Belarus’ involvement in it. (europa.eu), point 6 “Public Procurement”, question 37) in its question-answer sheet:

It states: “Article 5k applies to Russian citizens and does not provide for exceptions for dual citizenship. Thus, having Russian nationality is decisive and any other citizenship irrelevant.”

I would like to apply for Circe project as a young researcher. I wanted to ask. In the document 3, there is written that the abstract has to be 5000 digits without spaces. I wanted to ask if references also count into the character count or if it is without?

If by references you mean bibliography and sources that you used for writing the abstract, then they do not count since they are an addendum to your abstract. Please note, that other personal references and list of your relevant publications are a part of your CV and do not belong to the abstract.

I am doing a PhD and I would like to apply for the CIRCE researcher fellowship. I am in the finishing stages where I will be submitting my thesis in the next few weeks. My university fellowship and contract was over in January. The graduation and final defense will take a few months since the reviewing process is long. I am not technically enrolled nor have I graduated. Am I eligible to apply? If yes, what should the letter from my University say? 


Since you are doing you PhD you must have already completed your master’s degree or similar. A confirmation about finishing your latest degree would also suffice. Additionally, you can ask your university for a document that describes your current situation mentioned in your question.

I have question about self-declaration on Russia document. Should name of bidder will be company or person name and other question: how should i sign this word document to be acceptable?

In the case of the Fellowship Programme, the name of the bidder is the person applying for the Programme. Please be aware, that this person cannot be affiliated with Russia according to sections 1a), 1b), 1c) and 2 of the Self-Declaration on Russia (see Document #4 Form-Sheet).

You can either sign it digitally, if you have a digital signature, or print it out, sign it and scan the signed document and submit it as PDF.

I am currently pursuing masters programme in a private university in Hamburg, Germany but hail from India with Indian Nationality and  German student residence permit. Does this match the criteria to apply as I am not European? Also, there is a requirement for Russians to declare whereas for others it just mentions residence permit. Would my temporary student residence permit be a valid one?

Yes. You have to reside in a country of the Council of Europe or the Republic of Kosovo, but you can be of any nationality excluding Russia (see Document #4 (Form Sheet) and section 1a Self-Declaration on Russia) or to be affiliated with Russia within the scope further mentioned in the Document #4 (Form Sheet), sections 1b, 1c and 2). Your temporary student residence is enough at the moment of submitting your application. 

I have not published any paper in the recent years except for one in 2013 in Indian National Journal. Is it mandatory to publish papers in the past?

No, but if you apply for the Lot 1 Young Researchers, you should ideally have initial research experience in the field of the cultural and creative economies (see the Specifications). You can describe all experiences that you deem relevant in your CV, including a possible list of publications or similar.

If you do not have any experience in the creative economies, please specify in your CV all prior experiences you deem relevant for your project and why do you want to change your field of research/ work to creative economies.

I do not understand the term “bidders” specifically from the instructions given . Could you kindly elaborate on that?

Being supported by public funds, we are in the obligation to follow a strict tender procedure, since awarding of the fellowships takes place within the framework of the German public procurement law. Therefore, such language as tender process, bid, bidders or submission may occur throughout your application process. We use such terms as application and submission or bidders and applicants interchangeably throughout. Bidder means a person or organization submitting a formal offer. In this case, you as an applicant are a bidder that submits your bid/application/offer.

I don’t want to start the online application yet because I don’t think I can save it in between. How is the process structured online? Is there a template into which I must enter the abstract text and CV information, or can I also upload a PDF document? If the latter, I wonder if there are any restrictions on the layout (specific font and size, etc.)?

Please see Document #2 Specifications: The bid must be submitted prior to expiry of the bid period on March 13, 2023, 13:00 (1 p.m.) [CET] through use of the form provided by the u-institut (if possible as PDF). This means that for each section, depending on the bid, you must submit a separate document in preferably PDF (CV, Abstract, Form Sheet and Self-Declarations, Certificate of enrollment or proof of graduation or similar, optional letter of recommendation). If you have pictures, videos and other non-textual elements as appendix you have also a separate section for this (maximum 10 MB, e.g. here you can submit one ZIP folder).

How detailed should the schedule be for Lot 2 ? And does it have to be in a certain format?

As detailed as you can already verbalise it. Please be aware, that the schedule is the part of your abstract and you have to follow the guidelines mentioned in section 3 Conditions for Tender of the Document #2 Specifications. Your abstract must not exceed 5000 characters, without spaces. We leave it up to the bidders to decide, how they arrange they abstract, it just has to be cohesive and plausible.

Age/ Eligibility

  • I will be turning 36 years during the fellowship term. Am I still eligible to apply?

Yes. The decisive factor is the date of your application. If you haven’t turned 36 at the moment of submitting your bid, you are eligible for the programme.

  • I am very interested in your Fellowship programme and wanted to know the age group eligible to apply for it. I was born in October 1987, so technically I’m still 35. Am I still eligible to apply, and would my application be considered?

Yes. The decisive factor is the date of your application. If you haven’t turned 36 at the moment of submitting your bid, you are eligible for the programme.

  • I am 42 years old. Am I still eligible to apply?

Unfortunately, not. Only people aged 35 and younger at the moment of submitting their application are eligible to apply.

  • I’m very interested in participating in the programme but I read in the FAQ section that only researchers under 35 can participate, which is not my case. Is it still worth me trying to participate in the fellowship programme even if I do not meet the age requirements?

If not: are there initiatives I could still take part in?

Unfortunately, not. Only people aged 35 and younger at the moment of submitting their application are eligible to apply. As u-institut has carried out an expression of interest procedure, only bidders who have expressed their interest in the contract can still submit a binding offer until 13th of March, 1pm (CET).

  • I am a Chinese student who is now studying MA programme at SOAS, UK. I wonder if I am from the target groups since it is said on the website that you only accept researchers from European countries.

Yes. You have to reside in a country of the Council of Europe or the Republic of Kosovo, but you can be of any nationality excluding Russia (see Document #4 (Form Sheet) and section 1a Self-Declaration on Russia) or to be affiliated with Russia within the scope further mentioned in the Document #4 (Form Sheet), sections 1b, 1c and 2).

  • I am a current undergraduate student but in my final year, I graduate in May/June 2023. As the fellowship begins in April, is it possible to still apply?

Yes. We need either the proof of your enrollment, the proof of degree completion or similar.

  • I was wondering whether there is some kind of extension possible for mothers who have had career delays because of pregnancy/maternity leave?

Unfortunately, we cannot take such circumstances into account. Only people aged 35 and younger at the moment of submitting their application are eligible to apply.

CV

  • Could you clarify what you mean by tabular form? Is there any template that would be most appropriate to submit our CV? Are there any specific requirements such as pictures, birthdates, gender, marital status, etc. that should (not) absolutely be included in the CV? This varies largely from country to country even in Europe, and I would love to learn more about your usual standard. Is there a desired/preferred/required length for the CV? References in this context here refers to people who have worked with us in past projects, or to academic references/publications? 

A tabular CV organizes the information about you in tables. Typically, each section of the CV has its own visual elements, allowing to quickly locate key information quickly. For example, you might have a table for your professional certifications, prior jobs and skills. For example, take a look at the Europass CV which is designed in a tabular form.

There is no template for your CV for applying for the Fellowship programme since the CV requirements vary from country to country. However, it must include the information required under the section 3 Conditions for tender of the Document #3 Tender Documents. For example:

References in the Lot 1 should include: list and/or description of relevant prior publications of the bidder.

References in the Lot 2 should include: list and description of projects which have previously been carried out by the bidder.

You may also include one personal reference as a letter of recommendation, either from a researcher or research institution (Lot 1) or a person or institution with whom you have already collaborated on the implementation of previous projects (Lot 2) Please note, that this letter is not a part of your CV and must be submitted separately (there is a pace for it in the Typeform).

  • Is it okay to deliver the tabular CV in German language and other font than Arial or Times New Roman (e.g. in an already existing layout)?

Yes. You can submit your whole application either in German or English.

  • Is there a limit, possibly leading to exclusion as a bidder, of numbers of pages of the CV and attachments? 

No, there is no limit, but please only focus on the information that is relevant for CIRCE. Ideally. The information in the CV and references will only be used to evaluate bidder’s suitability and will not influence the evaluation of the abstract.

Remuneration

  • Still, I have a couple of questions that I need to resolve before I apply. The first is essentially bureaucratic: how would the Fellowship materialise? Would it be a work contract with stipulated working hours? Would it be the signing of a commitment to carry out the project, with an associated payment but of a non-wage nature? I ask this because my current contract with my university (as a pre-doctoral researcher, with a post-doctoral year starting in a few months) has a number of incompatibilities that I should check first. It allows for additional remuneration as long as it is related (as is the case) and compatible with the duties of the contract (it could not be an employment contract that overlaps with the usual working hours, for example).

The second question is whether this is a one-off call or do you plan to give it continuity over time, for example on an annual basis. This is because, in case of incompatibility, I would be very interested in applying for future calls when my situation is different.

First question: The services to be rendered by the Fellowship programme constitute a contract for work and services. No further contracts (including an employment contract) than the contract mentioned in #5 will be concluded. In particular, the mentioned contract is not an employment contract with fixed working hours, but the u-institut commissions the Fellow to participate in the Fellowship programme including the final documentation and the further cooperation in the project CIRCE. The u-institut does not agree on fixed working hours, but the Fellow has to perform the services specified in the Specifications (Document #2) by the times specified therein at the latest. If non-participation in the programme and non-compliance with the requirements occurs repeatedly and structurally, u-institut reserves the right to terminate the contract. The Fellows receive a monthly compensation fee o non-wage nature. The Fellows will not be employed by the u-institut. The subject of the contract will be the services provided by the Fellows (see Document #2 Specifications, section 4 Requirements of Fellows).
